Release of goods from port or airport of arrival

Subject to section 20(1), imported goods shall not be released from the port or airport on their arrival until such goods have been entered and —
found not liable to duty;
full duty thereon has been charged and paid; or
security has been given in such form as Customs and Border Control may require.
