A person with a disability is entitled to the enjoyment of rights, privileges, interests, benefits and treatment (whether directly, or through contractual, licensing, or other arrangements).
The rights of persons with disabilities shall be protected by the elimination of discrimination and by the progressive realization of their economic, social and cultural rights.
