Persons with disabilities shall, in their individual or representative capacity, as the case may be, have the right to —
move or appear before any court, tribunal, authority, commission, or any other body having judicial, quasijudicial or investigative powers, on an equal basis with persons who do not have disabilities; and
receive reasonable accommodations and other support in order to facilitate their effective role as direct and indirect participants, including as witnesses, in all legal proceedings, including at investigative and other preliminary stages.
