The Cabinet may make regulations as appear to it to be necessary in relation to, or arising out of the International Maritime Dangerous Goods Code of the Organization as amended, modified or replaced from time to time and as extended to the Islands and the carriage of dangerous goods.
The Cabinet may, in particular, by regulations, prescribe —
the method of packing and stowing dangerous goods;
the quantity of such goods which may be carried in any ship;
the place or places within a ship in which they may be carried;
the marking that is to be placed on any package or container in which goods may be placed for shipment; and
the precautions to be taken with respect to the carriage of such goods and the powers of inspection to determine compliance with the regulations.
