Forfeiture of dangerous goods

Where any dangerous goods have been sent by or carried in any ship in a manner that constitutes an offence under this Part, the Court may order the goods, and any packaging or container of the dangerous goods, to be forfeited.
The Court may exercise the powers conferred by subsection (1) notwithstanding that —
the owner of the goods concerned has not committed any offence in respect of the goods, is not before the Court or has had no notice of the proceedings; and
there is no evidence to show to whom the goods belong,
but the Court may, in its discretion, require such notice as it may direct to be given to the owner or shipper of the goods before they are forfeited.
