Quorum and votes

Three members of the Board constitute a quorum for the purposes of a hearing before the Board under section 73, and decisions in such hearings require the vote of a majority of the members of the Board present at the hearing.
The Board may sit in two or more panels simultaneously for the purposes of such proceedings.
The Chairperson of the Board shall assign the members of the Board to its panels and may change an assignment at any time.
The Cabinet may make regulations with respect to the practice and procedure of the Board.
Where a hearing is commenced before the Board and the term of office on the Board of a member sitting for the hearing expires or is terminated other than for cause before the hearing has been concluded but after the evidence has been heard, the person shall be deemed to remain a member of the Board for the purpose of completing the hearing in the same manner as if the person's term of office had not expired or been terminated.
