19. (1) A complaint against a person who is a member or licensed under this Act shall be made to the Council in writing and shall bear the date of the complaint and the signature of the complainant.

Unless the Council is of the opinion that a complaint made in accordance with subsection (1) is frivolous or vexatious, it shall refer the matter to the Investigation Committee.
