Noisy and disorderly conduct in public places

Every person who, in any town or public place, conducts himself in a noisy and disorderly manner, to the disturbance of peace and good order, or to the annoyance, discomfort or obstruction of members of the public, shall be deemed a violator of the public peace and on conviction liable to a fine of twelve dollars or to imprisonment for thirty days, or in default of payment of such fine to imprisonment for thirty days.
