Constables may apprehend on view

Any constable, and all persons whom he calls to his assistance, may take into custody without a warrant any person who, within view of any such constable, offends in any manner against this Law, and whose name and residence are unknown to such constable, and cannot by enquiry be ascertained by such constable, but not otherwise, except as to the offences mentioned in section 3.
