Persons who are not licensed or authorised to drive

No person is licensed or authorised to drive a vehicle unless —
that person holds a current driver's licence authorising that person to drive;
that person holds a current learner's licence to drive such a vehicle under the conditions under which that person is driving; or
is exempted under section 37(6) from holding a driver's licence.
