Upon —
proof of exemption under section 30 from the need to take any test; or
production of a certificate of competence issued under section 37 following the passing of relevant tests,
and applying in the prescribed form and paying the prescribed fee, an applicant for a driver's licence shall be issued with a licence.
A driver's licence issued under subsection (1) is not valid unless it is signed by the applicant prior to issue.
