The Cabinet may make regulations prescribing all matters that are required or permitted to be prescribed by this Part, or are necessary or convenient to be prescribed for giving effect to the purposes of this Part and, in particular, may make regulations to provide for —
age qualifications for the purpose of section 25(a)(i), and different ages may be prescribed for different groups of vehicles;
requirements as to the previous driving experience of applicants for licences in respect of any group of vehicles;
disabilities for the purpose of section 25(a)(iii);
conditions on which licences may be granted to persons suffering from certain relevant disabilities which are appropriately controlled;
requirements as to eyesight for the purpose of driving tests;
the form of declaration as to physical fitness and form of medical certificate for the purpose of section 31;
the driving of vehicles under international driving permits;
the form of driver's licences and learner's licences;
the conditions subject to which learner drivers may drive;
the manner and form in which applications may be made for a learner's licence under section 35, the fees to be paid on such applications, and the content of the written examination for any group of vehicles under section 35;
the content of driving tests for the purposes of section 37(1), the qualifications, selection and appointment of persons by whom they may be conducted and the revocation of any appointment, evidence of the results of such tests, and generally with respect to such tests, and different regulations may be made in respect of driving tests for different groups of vehicles;
the manner and form in which applications may be made for driving tests and the fee to be paid on an application;
the manner and form in which applications may be made for the grant and renewal of driver's licences and the fee to be paid upon an application; and
the manner and form in which applications may be made for an international driver's permit and the fee to be paid upon an application.
