91. (1) A person who promotes or takes part in a race or trial of speed between vehicles on a road commits an offence and a person convicted of such offence shall, in addition to any other penalty imposed under this Act, have the particulars of the offence endorsed on that person’s driving record.
Notwithstanding subsection (1) and section 92, the Commissioner may authorise the holding of meetings for the racing, testing and competing of drivers and vehicles in sporting and other events within such areas and under such conditions and such safeguards as the Commissioner may order in writing.
