The Minister, after consultation with the Board, may give general directions as to the policy to be followed by the Board concerning the functioning of the College:
Provided that such directions shall not apply to —
subject to section 16(1), the appointment, termination of appointment, promotion or discipline of members of the staff; and
the admission, evaluation, discipline, academic promotion, certification or award of particular students.
