The Premier in the case an appointed member appointed under section 4(1)(c) or (e), or the Leader of the Opposition in the case of an appointed member under section 4(1)(d) or (f), shall, as soon as practicable after a vacancy in the office of appointed member arises, fill the vacancy in accordance with this Part.
The validity of any decision of the Council shall not be affected by any vacancy amongst its members or by any defect in the appointment of a member as long as there is a quorum for the meeting at which the decision is made.
