Marriage by a Civil Registrar

If the parties so desire they may, after certificate, licence or special licence duly granted, contract and solemnise marriage in the presence of a Civil Registrar and of two witnesses, with open doors, and between the hours of six a.m. and eight p.m., making the declaration and using the form of words provided in section 27 but, in such case, no religious service shall be used.
